Graduate of the Ecole Polytechnique and ENSAE, doctor in industrial economics, former director of the industrial economics laboratory at CREST (Centre for Research in Economics and Statistics), former researcher in the Department of Economics at the University of Chicago, Philippe Février had a long academic career. He then spent twelve years in economics and smart data consultancy.
He founded Veltys in 2013 and brings together experts from the best academic establishments.

Philippe supports the COMEX of major French and international groups in their strategic thinking around data issues and sits on the board of directors of several innovative companies.
An international leader in econometrics and game theory, he works in many sectors. His knowledge of the sports world has brought him together with many rights holders, in particular for the marketing of their media rights.
He has contributed to the creation of innovative platforms with leading industrial partners such as JCDecaux and Geodis.
Valuing a strong link with research, Philippe is still affiliated with the CREST laboratory. He teaches Business Economics at the École Polytechnique and game theory at ENSAE.

Romain is an accomplished researcher, converted into a consultant and scientific expert. Today, he brings to his clients and Veltys’ teams his technical expertise and solid operational experience, acquired during his years spent at CREST and INSEE.
Unanimously recognised as our lead in Machine Learning, artificial intelligence, econometrics and more generally in modelling, his clients benefit from his many specialities. Fond of intellectual challenges, technical innovations and wordplay, he always has the right reference at the right time.
A graduate of Ecole Polytechnique and ENSAE, Romain obtained his doctorate in economics at EHESS with a specialisation in applied econometrics. With Romain, your greatest risk is to get stuck in a debate about bias sampling in machine learning algorithms!

A graduate of Sciences Po and the École Polytechnique, Jean-Baptiste completed a CIFRE thesis in applied econometrics between 2014 and 2018. His favourite topics are game and auction theory, incentive mechanisms and the economics of sport.
Since his arrival at Veltys in 2013, Jean-Baptiste has supported many stakeholders in the world of sport (LFP, LNR, LNB, World Rugby, COJOP, FIFA, FFT, LeTROT, France Galop) designing calls for tenders and, more generally, on their statistical and data issues. His researcher’s soul, scientific approach and his taste for strategic issues allow him to make a difference to the firm’s Sports & Auctions Practice projects.


Julie joined Veltys with several years of experience in strategy and organization consulting.
She is unparalleled in her ability to manage a project from A to Z. Her experience and background give her a natural ease in both technical and strategic aspects. She puts all her energy into accompanying her clients and their teams in reaching their best level.
Passionate about strategy, consulting and management, Julie also has a passion for research, in the purest Veltys tradition, since after obtaining her degree in economics from the University of Paris 1, she obtained a doctorate at the economics laboratory of the Ecole Polytechnique. As Director of Veltys Advisory, she is also head of the Industry, Transport & Logistics Practice.

A graduate of ENS Cachan, ENSAE and the Paris School of Economics (PSE), a holder of a doctorate in economics from the PSE, with a specialisation in econometrics and health.
Before joining Veltys, Arthur worked for 4 years at the Direction of the French Treasury, where he carried out consultancy and evaluation assignments on public spending and energy policy. Partner at Veltys, he is in charge of health and energy affairs.
In particular, in collaboration with ARS and DGOS, he has led to help establishments overhaul their AFR chain. He assisted over thirty healthcare establishments in the detailed analysis of their data. Arthur also assists institutional stakeholders with data valuation challenges, either for macro approaches (with the Health Data Hub, on data business models), or in the direct valuation of databases and/or data assets (design of windows, negotiation support for industrial partnerships, construction of business models).
Finally, he is a specialist in the evaluation of public policies, and works in this field with the DGOS, the CNAM and research teams. In particular, he leads the Veltys Kéa consortium, which evaluates Article 51 for the French health insurance system.

A graduate of HEC and doctor of economics, Nicolas joined Veltys at the start of the adventure. An undisputed expert in rugby, his mastery of econometrics allows him to provide innovative solutions to his clients. Both a researcher and a consultant, Nicolas is the incarnation of our harmonious proposal.

Pauline, who holds a Master’s degree in Economics from the Paris School of Economics specialising in public policy, joined Veltys at the end of her studies in 2022.
Interested in the evaluation of public policies, she uses her knowledge of econometrics and statistical methods to solve client problems, particularly in the field of health.
